period, a census taken during the third year
of Zhenguan showed that the number of
foreigners and people from minority tribes
living in Changon, the capital city, exceeded
100,000.

In the fourth year of the Prosperity of
Zhenguan, the reign of Taizong, the Tujue
(Turkic) tribes fragmented. Taizong welcomed
the Tujue and invited them to take up
residence in Changon. He arranged for all
their chieftains to serve in various
departments of the imperial government. At
this time, almost half of the court officials
were foreigners or were from ethnic
minorities.
